Leon Bias

Leon began his career with Prevailance in 2024 as a Learning Standards Specialist supporting the Surface Combat Systems Training Command (SCSTC). In this role, he worked closely with stakeholders across multiple learning sites to align curriculum and training systems with Navy standards and operational goals. In 2025, Leon was promoted to Program Manager for the SCSTC-SETA contract, where he now leads a team of analysts and subject matter experts in delivering systems engineering and technical assistance services across the SCSTC domain.

Leon served in the U.S. Navy for 31 years, retiring as a Master Chief Petty Officer. Throughout his distinguished career, he made over a dozen deployments to the Mediterranean Sea, Arabian Gulf, and Western Pacific including an IA. He held key leadership roles supporting both shipboard and shore-based commands, with a focus on fleet readiness, training management, and sailor development. His deep operational insight and dedication to mission success continue to guide his work with Prevailance and its Navy partners.

Happily married to Kellie, together they have four beautiful children: Isaiah, Teresa, Illyssa, and Xzavier.
